The Quartet
Which is made up of, America, the Russian Federation, the European Union (EU) and the United Nations (UN).
The Quartet Says That Palestine Is Not A State!
The Quartet, in its latest statement, endorses the view of the Office of the Prosecutor of the International Criminal Court (OTP) that Palestine is not a State.
The Quartet reaffirmed its commitment, as expressed in a September 23, 2011 statement:
"to examine possible mechanisms it can actively support going forward, individually and together, to advance peace efforts and strengthen the Palestinian Authority’s ability to meet the full range of civil and security needs of the Palestinian people both now and in a future state".
And The Quartet’s use of the words, "both now and in a future state" is quite clear and unambiguous.
Was Palestine’s Admission To UNESCO Unlawful?
If the Quartet and the OTP are correct, then Palestine’s admission to UNESCO as a State was unlawful, because under Article II paragraph 2 of UNESCO’S Constitution, only States can be members of UNESCO.
The Quandary
The Russian Federation, and many other member states of the UN and the EU, of which there are one hundred and seven of them to be precise, voted to recognize Palestine’s claim to be a State, thereby qualifying it to be granted admission to UNESCO.
So how can their representatives in the Quartet now say that Palestine is not a State?
And Why Haven’t Eighty Seven States Not Protested?
The remaining eighty seven UNESCO member states, including America and Israel, did not vote for Palestine’s admission.
Yet none of these States has done anything in the last six months to protest the illegality of Palestine’s admission to UNESCO, even though several courses of action were open to them.
Firstly:
They could have attempted to have the decision reviewed by lobbying UNESCO to seek an advisory opinion from the International Court of Justice on the constitutional propriety of its decision to recognize Palestine as a State, under Article XIV Paragraph 2 of UNESCO’s Constitution which states:
"Any question or dispute concerning the interpretation of this Constitution shall be referred for determination to the International Court of Justice or to an arbitral tribunal, as the General Conference may determine under its Rules of Procedure".
Secondly:
They could have suspended their membership or the payment of their membership dues, or refused to attend meetings when Palestine was represented by its accredited spokespersons.
America and Israel did in fact suspend their dues, but not to protest UNESCO’S recognition of Palestine as a State, but because Palestine’s recognition was achieved unilaterally, and in breach of the Oslo Accords and the Bush Roadmap.
Area C
Area C was created by the Oslo Accords and the Bush Roadmap negotiating processes.
Area C was instituted in 1993 and 2002 between Israel and the Palestine Liberation Organization, through its then newly constituted negotiating entity, the Palestinian Authority.
Area C comprises 61% of the West Bank but is home to only 4% of the Palestinian Arabs living in the West Bank.
Area C is where pre-existing Jewish settlements were destroyed in the 1948 Arab-Israel War, and were subsequently re-established after the 1967 War.
Area C also contains most of the new Jewish settlements built since 1967, and is where close settlement by Jews was encouraged under article 6 of the Mandate for Palestine and article 80 of the United Nations Charter.
Israel presently holds full security and administrative control of "Area C", and whether all or a part of it should be under Israeli or Arab control has yet to be determined.
Great Britain handed back its Mandate to the United Nations in 1948 and the status of Area C was never defined.
The PLO And Not The PA
It might be worth noting that the PA didn’t have the right to approach UNESCO because all international matters should by law be handled by the PLO.
And also of note, is that by circumventing both the Oslo and Roadmap accords, the PA is in breach of both of them, and no longer has any of the rights that were gained following their signing.
The International Court
UNESCO needs to get a ruling from the International Court as to whether or not its decision to recognize Palestine as a State was lawful or not, and the Quartet should pressure UNESCO to do so.
And the action needs to be taken as soon as possible, because the present dichotomy is creating a growing humanitarian crisis caused by the loss of 22% of UNESCO’s budget due to suspended American contributions.

Due to both political correctness and death threats, not many many news services, or the MSM, will broadcast or write about anything anywhere near a criticism of Islam.
But I just came across CBN.com which is the Christian Broadcasting Network and it goes where most others fear to tread.
And upon further investigation I discovered that it is one of the very few news services that have had the raw guts to tell the truth about Islam and how it intends to take over the West.
The vast majority of the MSM doesn’t even dare cover the Muslim issue at all, let alone report it factually!
We have a popular article Islam’s Goal In Layman’s Terms which has excerpts from a best selling book entitled, Slavery, Terrorism and Islam which many people feel is fear mongering, to say the least.
It was written by Dr. Hammond, who has a doctorate in Theology and describes a planned takeover of Europe by Islam, which he says has been ongoing for over fifty years.
Dr. Hammond was born in Capetown in 1960, grew up in Rhodesia and converted to Christianity in 1977.
In answer to those that are skeptical about Dr. Hammond’s book, I suggest that they watch this video that was put out by the Christian Broadcasting Network.
And after watching it, it’s hard to believe that Spain, like France, isn’t facing an Islamic takeover in the very very near future.
